On time, on budget and without contractor change orders — It’s the perfect scenario, the highly set bar for every building project.

When the city of Staples hired Northway Construction to build a new City Hall and public library in the heart of downtown, their goal was to not only revitalize the area, but to provide a long-term plan to save taxpayers money.

"Northway had a good reputation and showed a strong commitment to the community," said Nate Mathews, Staples city administrator on choosing a construction manager for the project.

The city was sold on Northway’s Best Value Procurement program, a process that awards bids to contractors and subcontractors based on a scoring system that takes not only price, but also quality of work into consideration.

In the end, it was Best Value Procurement that allowed the construction of Staples City Hall and the Great River Regional Library to be completed four weeks ahead of schedule, on budget and with no contractor change orders.

Judging by the booked meeting spaces, 23 percent increase in circulation and 430 percent increase in Internet use at the library, the public is happy with the result.

"This building is something the community is proud of," said Etzler.

Featuring a variety of high tech ways to save energy and money, the new building is saving the city of Staples thousands in gas costs every month.

In the months following the project’s completion, the city paid nearly $8,000 less for gas heating in January and February 2010 compared to January and February 2009 in the former building.

"Northway’s Best Value process allowed us to be innovative and wisely spend taxpayers’ money," said Chris Etzler, Staples mayor. "We wanted to make sure we’re doing the community right and this energy savings means saving money."

The Best Value program also saved valuable time and headache, even in the midst of a couple rather large surprises.

On the second day of construction, excavators discovered a buried 20,000-gallon rusted steel fuel tank, containing approximately 3,000 gallons of fuel oil. The fuel and tank were removed within the week and construction continued for months until another underground surprise was revealed.

Excavators revealed a brick cistern, just inches beneath the ground’s surface. Constructed of brick with a domed brick cover, the cistern was used as a dump at one time. Within two days the cistern was cleaned out and filled with approximately 17 yards of concrete.

Best Value Procurement creates a workflow process for contractors and subcontractors that is so efficient not even a 20,000-gallon steel tank, 3,000 gallons of fuel oil or a large brick cistern could delay.
